Guidelines for foreigners reporting passports lost in Shenzhen
一,、申請條件???Application condition
所持護(hù)照在深圳遺失或被盜搶的外國人。
Foreigners whose passports are lost, stolen or robbed in Shenzhen.
二,、申請方式??? Application method
需本人親自到出入境管理部門申請,。
The application shall be submitted to the exit and entry administration authorities in person.
三,、申請流程???Application procedure
第一步，前往案發(fā)地派出所報(bào)案,。
Step 1: Report the incident at the police station where the case happened.
遺失或被盜搶的外國人，須首先前往案發(fā)地所屬派出所辦理報(bào)案手續(xù)，取得派出所出具的顯示當(dāng)事人姓名的《報(bào)案回執(zhí)》,；
Any foreigner whose passports lost or stolen shall report the case to the police station where the case happened and obtain a receipt of reporting the case issued by the police station with the name of the foreigner involved.
第二步，前往深圳市公安局出入境管理局申請《外國人護(hù)照報(bào)失證明》（受理次日簽發(fā)）,。
Step 2: Go to the Exit and Entry Administration Bureau under Shenzhen Municipal Public Security Bureau and apply for the certificate of reporting the loss of a foreigner’s passport (issued on the second day of acceptance).
（一）所需材料如下：
The following materials are required：
1,、填寫完整的《外國人入出境證件報(bào)失表》（可在我局官網(wǎng)https://msjw.ga.sz.gov.cn/crj/portal/html/articleIndex.html下載）；
1) Completed form for reporting the loss of a foreigner’s exit-entry certificate (which can be downloaded from the website：?https://msjw.ga.sz.gov.cn/crj/portal/html/articleIndex.html)
2,、三張兩寸免冠彩色照片,；
2) Three 2-inch bareheaded photos;
3、遺失或被盜搶的護(hù)照及簽證的復(fù)印件,；（如有）
3) Photocopies of the lost or stolen passport and visa (if possible);
4,、派出所出具的《報(bào)案回執(zhí)》
4) The receipt of reporting the case issued by the police station.
?★（二）法律提醒
Reminders of the law:
1,、《外國人護(hù)照報(bào)失證明》有效期為30日，外國人必須從報(bào)失之日起30日內(nèi),，前往所屬國駐華使,、領(lǐng)館申領(lǐng)新的護(hù)照，并到公安機(jī)關(guān)補(bǔ)辦簽證證件方可合法居留或順利離境,；
1) The certificate of reporting the loss of a foreigner’s passport is valid for 30 days. Foreigners must apply for a new passport at the embassies or consulates of their countries in China within 30 days of the date of reporting the loss and apply for a visa at the public security authorities before staying or leaving China legally;
2,、凡超過30日未申領(lǐng)到新的護(hù)照并辦理簽證證件的，屬在華非法居留,，將要受到公安機(jī)關(guān)的處罰,。
2) Any foreigner who fails to apply for a new passport and visa within 30 days shall be punished by the public security authorities for illegally staying in China.
第三步，憑《外國人護(hù)照報(bào)失證明》前往所屬國駐華使,、領(lǐng)館申請新的護(hù)照,。
Step 3: Go to the embassies or consulates of the foreigners’ countries in China to apply for a new passport with the certificate of reporting the loss of a foreigner’s passport.
第四步，申請到新的護(hù)照后前往公安出入境部門申請相應(yīng)種類簽證證件,。所需材料如下：
Step 4: Go to the exit and entry administration departments under the public security authorities to apply for the corresponding visa after obtaining the new passport. The required application materials are listed below:
1,、填寫完整并貼有近期二寸正面免冠半身藍(lán)底彩色照片的《外國人簽證證件申請表》（可預(yù)約后打印）,；
1) The visa application form for foreigners must include an attached 2-inch bareheaded bust photo with a blue background color that was recently taken. (Said form can be printed out upon making an appointment);
2,、提交有效的《廣東省外國人簽證數(shù)字相片采集檢測回執(zhí)》，申請人簽名,；
2) The receipt of digital visa photo collection and examination for foreigners in Guangdong Province with the signature of the applicant;
3,、提交新護(hù)照或其他國際旅行證件原件；
3) The original copy of the new passport or other international travel certificate;
4,、《外國人護(hù)照報(bào)失證明》復(fù)印件,，驗(yàn)原件；
4) The overseas personnel temporary residence registration;
5,、如申請補(bǔ)發(fā)原簽證證件的,，除提交上述資料外還應(yīng)按照相應(yīng)種類簽證證件的辦事指南，提交資料補(bǔ)辦原簽證證件,；
5) If the applicant is applying to have the original visa reissued, he/she shall, in addition to the above-mentioned materials, submit the materials for reissuing the original visa in accordance with the handling guide corresponding to the type of visa;
6,、公安機(jī)關(guān)認(rèn)為需要提供的其他證明。
6) Other certificates as required by the public security authorities.
四,、注意事項(xiàng)???Notes
（一）請用黑色或藍(lán)黑色鋼筆或簽字筆填寫申請表,，所提交復(fù)印件使用A4紙張復(fù)印，并按順序擺放所列的申請材料,。
1) Please fill in the application form with a black or blue pen or a roller pen. Photocopies of materials to be submitted should be printed on A4 paper and put in order;
（二）根據(jù)《中華人民共和國國籍法》,，中國不承認(rèn)雙重國籍。已經(jīng)加入外國國籍的申請人,，必須在注銷其中國戶籍后方可辦理外國人簽證證件業(yè)務(wù),。必要時(shí)提交相關(guān)派出所出具的戶籍注銷證明,；
2) According to the Nationality Law of the People's Republic of China, China does not recognize dual nationalities. Applicants who are of foreign nationalities must cancel their household registration in China before applying for visas. Certification of household registration cancellation issued by competent police stations should be submitted when necessary;
★（三）依照《中華人民共和國出境入境管理法》第二十一條規(guī)定：簽證機(jī)關(guān)有權(quán)拒發(fā)簽證證件，并可以不說明理由,；
3) In accordance with Article 21 of the Exit and Entry Administration Law of the People’s Republic of China, the visa-issuing authorities have the right to refuse issuance of visas and are not required to give reasons for said refusals;
（四）對在中國非法居（停）留或有其它違法行為的外國人或責(zé)任人,，公安機(jī)關(guān)將依法予以處罰；
4) The public security authorities shall punish any foreigners or persons in charge who illegally reside (stay) in China or conduct any illegal activities;
